In July 2025, the State of California implemented the Personal Leave Program (PLP) 2025. This program temporarily reduces employees’ monthly base pay in exchange for paid leave credits. This position is subject to PLP 2025 and will have a monthly base pay reduction of 3% in exchange for 5 hours of leave credits through June 2027. The salary ranges shown on this job posting do not reflect the salary reduction.

STATEMENT OF QUALIFICATION

Question 1: Strategic Planning and Policy Development

• Describe your experience researching, drafting, and implementing statewide or organization-wide policies and procedures to improve operational effectiveness.

• Details to include: Provide a specific example where you collaborated with management to identify system deficiencies, updated handbooks or operational manuals, and developed solutions to overcome administrative and program-related challenges.

Question 2: Bilingual Communication and Policy Evaluation

• Explain your experience serving as an interagency liaison and complex program policies.

• Details to include: Please provide a specific example where you managed sensitive workloads with multi-agency or statewide impacts. Detail how you successfully resolved conflicting agreement language or administrative challenges, and highlight your ability to communicate complex ideas effectively in both English and Spanish.

Question 3: Data Analytics and Executive Reporting

• Describe your experience tracking program metrics and using data analysis to support leadership decisions.

• Details to include: Explain how you collect, analyze, and present complex information to stakeholders. Highlight your ability to verify data accuracy and transform raw numbers into clear reports, dashboards, or visual tools that help executive decision-makers evaluate operational progress.

Question 4: Program Coordination and Training Leadership

• Outline your ability to manage expansive workloads, maintain shared resource platforms, and lead specialized administrative training.

• Details to include: Provide examples of how you have coordinated large-scale program activities (such as foreign delegation visits, mutual aid facilitation, or multi-party deliverables). Describe your experience managing tracking systems on platforms like SharePoint or Microsoft Teams, identifying staff training gaps, and designing/deploying specialized training (e.g., procurement or financial systems like FI$Cal).
